It was noted during the Committee meeting that the bill (Reg. No. 3185) was elaborated in order to liberalise topical issues of licencing wine production manufacturing arising as a result of necessity to obtain by the manufacturers of abovementioned products a licence for the right to wholesale trade of their products.
Particularly, it is suggested to supplement article 15 of the Law ‘On state regulation of production and turnover of alcohol ethyl, cognac and fruit, alcoholic beverages and tobacco products’ with a new chapter four.
The Committee members claim that implementation of the draft law’s provisions will allow to support small and medium-sized domestic manufacturers of wine production by using a differentiated approach to determining the value of the licence for the right to wholesale trade of wine and wine-making materials to the extent of domestic manufacture, as well as by having a licence for the right to manufacture alcoholic beverages.
